Anyone who would see Halle Berry, former President Barack Obama, James Blake, Lisa Bonet, Tiger Woods and the vast majority of Black people walking down the street or in a public setting would identify these individuals as Black. In fact, each of these individuals identify themselves as Black. The law has stated that any person with a Black parent is Black. Yes, there are some biracial people who identify as such, but I would argue that most biracial people consider themselves Black.
