I condier racism as "power with attitude." For example, if there are three (3) Black big, strong muscualr men who target two(2) or three(3) smaller White boys because of their size and the fact that they are White, that is an example of racism,. So , as I se it, yes, Black people can be racist but they CANNOT practice institutional racism
