Racism is attitude with power. Based on the fact , yes with Non-Whites can certainly be racist. However, people of color are unable to practice institutional racism.

Example , there are a group of Black Alpha Males (jocks) , who target a one or a group of small, diminutive White boys for harassment due to the fact that they are White. That is an example of individual racism.

Non-White people do not control the congress, corporate America, financial markets or possess the political, social economic mechanisms nor the power to enforce institutional racism. On the contrary, White Americans do.
